With the approval of Law 771, Law of Recognition of Broadcasters, Written and Audiovisual Educational and Training Media, Medal "Professor Julio César Sandoval López", it was established in its article 3: "that on October 12 of each year, the Board Board of Directors of the National Assembly, in a Special Session, scheduled for this purpose, will deliver the award to natural or legal persons selected in accordance with the parameters established by this law and its regulations”, quotes the articles verbatim.
