The celebration of November 30 was established to commemorate the penal reform promulgated by Pietro Leopoldo di Toscana, Duke of Lorraine, on November 30, 1786. This reform made Tuscany the first state in the world to abolish the death penalty.
On November 30, 1786, Tuscany opened a new chapter in the history of humanity. The law, the day after its promulgation, became famous throughout Europe and was recognized by all thinkers as the most generous and far-sighted act that a sovereign had ever performed. This law, the result of the cultural atmosphere of the Enlightenment and the important work of Beccarla "Of crimes and penalties", put an end not only to the death penalty, but also to torture and mutilation of the limbs as corporal punishment for crimes committed.
