The recruitment agreement between the Federal Republic of Germany and Portugal was signed on March 17, 1964 (Erhard I cabinet) and led to the start of Portuguese immigration to the Federal Republic of Germany.
The largest group of around 9,000 Portuguese live in the Hanseatic city of Hamburg, which has the oldest and most diverse links to Portugal in Germany, as evidenced by the city's Portuguese Medal of Honor, the statue of the Portuguese explorer Vasco da Gama inaugurated on the Kornhausbrücke in 1903 and the former Portuguese training ship Rickmer Rickmers, which has been moored as a museum ship in the port of Hamburg since 1983.
In accordance with the recruitment agreement, Portuguese citizens were granted indefinite residence in the Federal Republic of Germany to earn an income. The recruitment agreements with the Federal Republic of Germany were concluded on the initiative of the sending countries to compensate for their current account deficit with the Federal Republic of Germany.
