Bolivian Law Nº 3451, of July 21, 2006, in Article 2°, states: "It is declared National Charango Day, January 15 of each year, in honor of the birth of Don Mauro Núñez Cáceres, mentor and master of the Charango", which seeks to revalue the importance of the instrument that is native of the department of Potosí, also the purpose of the law is to defend and disseminate the charango as Cultural Heritage of Bolivia.
Musician and composer, was born in Villa Serrano, Chuquisaca on January 15, 1902, skilled in the handling of his hands to carve and manufacture his wind and string instruments, creating new sound timbres based on the dimensions of the charango, forming a complete family of five scales that he called "charangologia", was creator of the charango-quena, inserted into the fingerboard of the charango, so that it could serve as an aerophone and cardophone instrument, unique case in the universal organography.
