This October 15, when the "National Day of Persons with Disabilities" is commemorated, established according to Supreme Decree 27837 of November 12, 2004, calls for reflection on the situation of this population that is at a disadvantage in their environment that prevents their full and effective participation in society, on equal terms with other people; understanding that disability emerges mainly from the various barriers that affect them, such as architectural, attitudinal, communicational and others that prevent the full exercise of their rights.
In Bolivia, according to data from SIPRUNPCD and IBC, there are 95,884 persons with disabilities, of which 45% are women and 55% men; of total, 51% have a severe disability, 28% moderate, 15% very severe and 6% suffer from a mild disability; while 38% have physical-motor disability, 29% intellectual, and 15% multiple (2019).
