The Macaulay Committee which gave India its first modern civil service in 1854 recommended that the patronage based system of the East India Company should be replaced by a permanent civil service based on a merit based system through competitive entry examinations.
The existing model of Indian Civil service was formed after 1947. Satyendranath Tagore was the first Indian to join the Indian Civil Service in 1864. R Pillai was the first to serve the post of Cabinet Secretary from 1950-1953. The first woman IAS officer was Anna George Malhotra.
