Venezuela was a leader in Latin America's Independence movement. By 1800, people were talking openly about independence, albeit in secret. A group of Venezuelan Creoles boldly proclaimed their country an independent republic in 1797. Although their effort failed, it forewarned of the revolutionary movements that were soon to inflame Latin America. On April 19, 1810, the Caracas cabildo held an open session to assert its right to govern the captaincy general of Venezuela. A cabildo or ayuntamiento was a Spanish colonial, and early post-colonial, administrative council which governed a municipality. Cabildos were sometimes appointed, sometimes elected.
