The Constitution of the Oriental State of Uruguay was sworn in on July 18, 1830 -in the building of the Cabildo of Montevideo-, before the governor and provisional captain general and other civil, ecclesiastical and military authorities.
It established a unitary, republican and confessional state; the official religion was Catholic. Citizenship was restricted to property owners and literate people; wage earners and illiterate people were excluded.
The establishment of a national constitution was a condition imposed by the Preliminary Peace Convention for the independence of the State. It was a restricted sovereignty for five years; it was also watched that this constitution did not fix the limits of the state, especially with Brazil, which managed to appropriate some 70,000 square kilometers, previously belonging to the Eastern Missions, in the treaties of 1851, which were leonine, but that the recent state could not resist it because it was subjected to the civil war since 1838 known as the Great War.
This Constitution was the fruit of a year of work of the General Constituent and Legislative Assembly of the State, predecessor of the Uruguayan Parliament. It was the constitutional text with the longest permanence, since it was only modified in 1918. It was an advanced legal instrument in a country that was not prepared for it.
