Prior to 2013 there was no specific calendar day for this recognition. The Security Forces and Corps, the Government Delegations and the corresponding associations organized events on dates that varied from year to year. A decisive role in the choice of May 21 was played by Chief Commissioner Esteban Gándara (DEP), who headed the Central Private Security Unit of the National Police. He had the support of Colonel César Álvarez, at that time head of the Protection and Security Service of the Civil Guard.
The then director general of the Police, Ignacio Cosidó, ratified this when he presided over the first national celebration of Private Security Day in 2013. That inaugural May 21 was held at the Canillas Police Complex in Madrid. Ministerial Order INT/704/2013 set the date that evokes the day in 1518 when King Carlos I decreed the first private security regulation in Spain.
