The celebration was established on June 16, 1992 and among its promoters are the historian and journalist Hugo Delgado Cepeda, mentalizer of the celebration, and the broadcaster Carlos Armando Romero Rodas, who was then vice president of the Ecuadorian Broadcasting Association. This party was instituted in memory of the episode of June 16, 1930, when Guayaquil radio technician Juan Behr broadcast (pronounced and animated) his first musical transmissions in a small team and also improvised rudimentary announcements (spots).
