The 1991 Constitution was the first since the December 1989 Revolution. The 1991 Constitution, in its original form, was adopted at a meeting of the Constituent Assembly on 21 November 1991. It came into force following its approval by national referendum on 8 December 1991, with a significant majority: of the 10,948,468 participants, 77.3% voted in favour, 20.49% against and 2.3% abstain.
Four years after the adoption of the Romanian Constitution, on 13 November 1995, the Chamber of Deputies adopted a legislative proposal to proclaim 8 December as "Romanian Constitution Day" (Zilei Constituţiei României). On 5 December 1995, the full Senate approved the legislative initiative of the Chamber of Deputies on the proclamation of "Romanian Constitution Day" (Law No 120/8 December 1995).
