On January 26, 1994, a fire was set in several places in the emergency shelter where two Roma families and Germans lived. Just one day after the crime, the police declared that although they assumed it was arson, there was no evidence of a "xenophobic" crime. Rom e.V. had already criticized this determination, which appeared questionable due to various racist statements made by residents before and after the crime, on 10.02.1994. In the further course of the investigation, blatant mistakes were apparently made: possible evidence was removed during clean-up work directly on the day after the crime, making it impossible to secure evidence in detail. In addition, there were major safety deficiencies in the municipal accommodation, including the fact that there was no fire extinguisher and the fire department entrance was locked on the night of the crime.
In an arson attack on a municipal emergency shelter in Cologne-Gremberg in January 1994, eight Roma were injured, some of them critically, and two people died as a result of their burn injuries.
